Phase I & II Environmental Site Assessments (ESA)

Identifying Potential or Existing Environmental Contamination Liabilities

Hillmann’s Phase I ESA is intended to identify potential or existing environmental liabilities on a property. This can include recognized environmental conditions and environmental risk concerns. If a Phase I determines that contamination is likely, a Phase II ESA is recommended. A Phase II is more intrusive, requiring soil, groundwater, soil vapor, and building material samples to obtain quantitative values of various contaminants.

Environmental Assessment (HUD Part 50/58, CEQR/SEQR)

Federal NEPA Compliance (Part 50/58) and NYC (CEQR) and NYS (SEQR) Compliance to Obtain Funding

Hillmann performs HUD Part 50/58 Environmental Reviews and NYC (CEQR)/NYS (SEQR) assessments for development projects seeking Federal, State and/or City funding. Our team has extensive experience working as part of the development team and will demonstrate compliance that the project is free of hazardous materials, contamination, toxic chemicals, gasses, and radioactive substances and detail mitigation requirements where needed.

Hazardous Materials Surveys

Pre-Demolition Inspection and Universal Waste Surveys

Hillmann performs Hazardous Materials Surveys as part of the due diligence process associated with commercial real estate. HAZMAT surveys help identify costs related to the abatement and disposal of asbestos, lead-based paint, mold and other hazardous materials as required prior to the acquisition/demolition of a building, or commencement of tenant improvements. This is key to keeping proforma intact and CAP rates high.

Property Condition Assessment (PCA)

Due Diligence for Commercial Real Estate

Hillmann’s Property Condition Assessment (PCA) report covers major property components and systems to evaluate their condition, adequacy, and remaining life, and any notable environmental conditions on-site. It also notes our professional recommendations regarding corrective action and the approximate cost. PCAs are generally associated with commercial real estate and are performed in both equity and debt markets.

Seismic Risk Assessment (PML)

Analyzing Seismic Hazard and Assessing Structural Vulnerability

Hillmann’s Seismic Risk Assessment evaluates how a structure would perform during an earthquake to estimate the possible financial impact, or probable maximum loss (PML), that would occur after a major event. Building owners and property managers may seek a seismic risk assessment to understand the condition of structures they currently own or intend to purchase.

Groundwater Testing

Groundwater Sampling and Remediation Including In-Situ Remediation Technologies

Groundwater samples are collected either through temporary well points advanced with Geoprobe or permanent monitoring wells. Samples are collected in accordance with state specific guidelines (e.g. low flow or volumetric purging) with dedicated equipment. Groundwater results are used to investigate if groundwater is present onsite and to delineate the contamination plume.

Soil Testing & Delineation

Testing, Excavation, and Disposal of Contaminated Soil

Soil borings are performed using a Geoprobe® or similar direct push drilling rig allowing the soil to be continuously sampled throughout the depth of the borings. Soil samples are visually inspected and field screened for potential volatile organic compounds (VOCs). Samples exhibiting staining, odor, or high PID readings will be sent to an accredited laboratory for analysis. From there, we can determine the next steps.

Remediation Design & Management

Soil, Groundwater, & Soil Vapor Remediation Including Remedial Action Work Plan (RAWP) Development and Remedial Action Report Issuance

Hillmann’s remediation design for impacted soil may include excavation and disposal of contaminated soils at a licensed facility, in-situ remediation of impacted soil, engineering and administrative controls, or a combination of these methods. Groundwater treatment may include in-situ remediation, including air sparging, chemical reduction, and other in-situ remediation technologies. Our team manages the entire process.

UST/AST Decommissioning & Compliance

Underground Storage Tank (UST) & Above Ground Storage Tank (AST) Decommissioning Services

Hillmann has extensive experience in UST decommissioning. Decommissioning is known as properly locating, excavating, removing, and disposing of a UST. It involves the safe handling and subsequent destruction of the UST and proper record keeping. We also have a Licensed Site Remediation Professional (LSRP) on staff to oversee UST decommissioning services being performed in the state of New Jersey.
