Colorado Launches $35M Large Building Decarbonization Grant Program to Accelerate Emissions Reductions

The State of Colorado is taking bold steps toward reducing greenhouse gas emissions from commercial buildings. As part of its Priority Climate Action Plan and the updated Greenhouse Gas Roadmap, the Colorado Energy Office (CEO) has announced the launch of a new Large Building Decarbonization (LBD) Showcase Grant Program, funded by the EPA’s Climate Pollution Reduction Grant (CPRG) initiative.

Program Overview

The program dedicates $35 million in funding to support large commercial buildings in implementing energy efficiency and decarbonization strategies. The goal is to accelerate cost-effective emission reductions, showcase real-world solutions, and help building owners meet or exceed Colorado’s 2030 Greenhouse Gas Intensity (GHGI) Reduction Targets.

Key Grant Details

  • Funding Available:
    • 50–65% of implementation costs (up to $2 million per award)
    • 50% of planning costs (up to $50,000 per project)
  • Application Window: September 30 – November 3, 2025
  • Eligibility:
    • Buildings over 50,000 GSF covered under Building Performance Colorado
    • Must be current with benchmarking and fee requirements
    • Must select a GHGI Target pathway and demonstrate the ability to meet or exceed 2030 requirements
    • Projects must provide a significant cost match (50–65%)

How Building Owners Can Prepare

To be competitive for funding, building owners should:

  1. Confirm compliance with Building Performance Colorado requirements.
  2. Complete an Emissions Reduction Assessment using DOE resources.
  3. Identify efficiency measures that will achieve or surpass GHGI targets.
